Working Agreement forwarded in my Confidential Despatch

of the 9th. instant reads:- "The arrangements in connection

"with the collection of duties and customs shall be

"negotiated between the Hongkong and the Imperial Chinese "Governments concurrently with this Working Agreement". It is, therefore, desirable that Your Lordship should authorize this Government to negotiate simultaneously both the Work-

-ing Agreement for the Kowloon-Canton Railway and the

proposed Customs Convention.
